RE: The Ethnic Minority in Viet Nam

I have
learned that you’re going to make a trip to Viet Nam on April 14, 2006. On
behalf of DAI VIET Party, I wish to take this opportunity to raise a concern
about the Communist government’s oppression toward the Cham people, an ethnic
minority in Viet Nam, especially in Ninh Thuan province.
Cham is an ethnic group with a very rich culture and has lived peacefully within
the Vietnamese borders for the last couple hundred years. Since 1975 however,
under the Communist’s rule, the government has been unfairly treating them as
an inferior race. Due to the support and encouragement of the local officials,
men, women, and children of Cham descent are harassed daily by the Vietnamese
natives. When a dispute occurs between a Cham and a Vietnamese, the local
People’s Court always rules in favor of the Vietnamese citizen. The biased
decisions even go to the extent of letting rapists and murders go unpunished.
Recently,
Kieu Minh Vu, a young, innocent Cham was slaughtered by a group of young
Vietnamese in the Thanh Tin village. Not only was no action taken to investigate
the barbaric homicide, but also the local police department blames the Cham for
public disturbance. The police took it farther by having the entire village
surrounded and suppressed. This is
merely one example of the constant injustice that the Cham people face.
We believe all men are created equally and should be treated fairly under the law. These are the values we always have faith in and fight to protect. Because of your esteemed and influential position in Congress, we ask you to please add this issue into your agenda as an item to discuss with the leaders in Ha Noi
